Sizing way off

I initially purchased two dresses for two girls. One was a size 7 and the other was a size 10. The size 10 was more like a size 14. It was swimming in her. The younger child who wears a size 7 fit into the size 10 but the crinoline was sharp against her skin and made her itchy. She did not want to wear it. I have to think the sizing is from China and that's why they were on sale. I am VERY disappointed as the size 10 girl wanted a new dress for the Christmas Cotillion.
