Dimensions are off!

I just picked this up, boxed. When unboxing, it looked smaller than the 28" that it's advertised. I placed it next to my broken bag (28") that I was replacing and it was smaller in all dimensions; grabbed a tape measure and measured from the wheels as per specifications. Sure enough this 28" doesn't come close to being 28" or more specifically 27.75" as the tag suggests, more like 25.75". If the handle is up to the first locked position, then sure, 28". It's a nice bag, if you need a 25"/26" but unfortunately I will have to return due to my needs and it being smaller than advertised. My one star rating is for the advertised dimensions not the quality of the bag. If it was for useage or quality, my rating would most likely be different.
