Says on the way but delivered

The order says on the way but was delivered. The earrings were much smaller than pictured. But since the order says on the way, so I cannot process a return. I called customer service last week and the rep said that she would change the status and send me a return label. I also email the buyer and did not get a response. This has never happened before, but this is extremely poor customer service!!!
