Wrong item and color sent

I ordered a pair of these in deep black, however I received a pair of blue jeans that were not black or cargo pants. The label says black but they are medium blue denim jeans with a zipper that are not stretchy or pull on. These were on clearance and it says I cannot return them. However if they send the wrong product are you allowed to return it?
