Pretty runs small

I really liked the quality of this little summer dress but the fit is way off . I usually wear a 2x and I got this in a 3x and it’s way too tight around the hip area . This type of garment should fall very loose as a swing style . The fabric is very nice and the style is adorable just sizing is way off.
