Legs too loose

I don't know if it's the cut of the suit or if there's a problem with the elastic on this one, but the leg openings are too loose. It's uncomfortable because it rides up and doesn't cover my bottom. I'm taking it back. Too bad because otherwise it's a nice, pretty, inexpensive suit.
