Not made for small hips

I am a 34 DD and 27 inch waist. I ordered a size 8. The bust was way too small. But the bottom area was loose and saggy. So even if I tried to size up for my bust, the bottom half would never fit.

I'm 5'6 and the boob part was on my belly. WAY too short. Not made for average sized woman.
