Stiff fabric and tight through the shoulders

The fabric, for a dress, was rather stiff and didn't hang well. That said, I ordered the skirt in the blue color with this fabric and I really like it (fitted but nice and thick and not clingy). The bodice of the dress was a bit tight through the shoulders.I do have broad shoulders, but typically if I size up to an L (which I did), I don't have any issues.
