Pretty But Short Waisted

I have average height of 5' 6 1/2" and wear a size 14. Unfortunately, the rouched waist band on this dress sits about 3 inches above the natural waist and is right under the bust line. So, the dress looks like it has an empire waist. It's a nice, easy wear fabric but too bad that it's so short waisted.
