Cute but different quality

I ordered this belt in red and navy blue and the navy blue one is clearly better quality than the red. The tags say they were made in different countries so that might be a factor. Also the red belt looks like it was a returned item it's worn in at one part of the inside but I already returned it once bc I got the wrong size and don't feel like returning it again.
