Fun figure but who is it?

It's a fun figure, it looks amazing and has great painting. It's downside is more its just a figure, there is no lore or story about this guy.

Pricey

My grandson wanted this for Christmas. It was supposed to be on sale, but price came up higher. Also, it wasn’t eligible for the 30% off coupon I had. So all in all- not a very good deal. Hopefully he will enjoy playing with it once he opens this gift.
