Tray never arived

Ordered this item in early December but it has yet to arrive. We did get shipping information, but the tracking just continues to indicate that it 'will arrive tomorrow by 9pm' and repeatedly resets to that each day. It is clearly lost and attempts to have it resent or a refund so far to no avail.
