Too tight in the shoulders

Nice heavy raincoat, but runs small in the shoulders. You can't wear a heavy sweater or layers underneath. The rest of the body, waist, and hips fits fine. It’s also heavier than what I wanted. I returned and tried on some other ones in the same size which fit fine, so it’s just this brand and coat.
