Never shipped Macy will not cancel or refund

Title says it all. Received email saying package on its way a week ago, but according to customer service it still hasn’t been shipped. I am told that even though Macy isn’t process the order, I can’t cancel or get a refund because it has been over 30 minutes since I placed the order. There is a word for this and it starts with the letter B.
