Product still not delivered

I have purchased products on line from Macy's in the past with no problem. This particular item was a Birthday gift for my daughter that was delayed twice and still has not arrived. I have purchased items from Macy's that were shipped to this same address, but for some reason they can't seem to get one pair of boots to this house. It missed her birthday and she is still waiting. What is the problem?

Better suited for a Wide Calf!

The boot is absolutely beautiful and fits perfectly except at the top of the shaft. I understand it is a slouch boot but it looks ridiculous with so much room around my leg at the top. I ordered a size 5 and the circumference of the top of the shaft is 15 1/2 inches
