Arrived completely rusty

The pan arrived to my house rusty on the inside and outside. The paper packaging covered the rust, but as soon as I opened it the condition was apparent Sought customer service but was told Macy's was not providing customer service via email at this time

bought for a noncooking use

actually using pan to feed feral cats and somebodies dog kept running off with other dishes but can't lift the pan.
