Beautiful but runs really small

I was excited when I bought this ring for my husband but that was short-lived when the ring arrived. Though beautiful, the size 10 wouldn't fit any finger except his pinkie! His wedding band is size 9.5 so I believed that a size 10 would give him a little extra wiggle room. I don't understand why their rings don't go beyond a size 10 especially for men's rings. Sadly, I would have to return the ring...
