Good, but flares at inside hem

The shorts fit really well & the waist is high. But the hem on the inside flares out slightly. It's the same with several of these shorts; so it seems by design, not a mistake.

I have been buying INC most of my life. I wear a 4 or a 6. these shorts were so small I couldnt even get them over my hips. Def being made somewhere else , but def not the quality and size of INC
