Poor, cheap, silver finish

The silver sections of of the twist earrings have poor quality, rough finish, not.hing like the picture or expectation. The gold is fine and smooth and plate over silver which is strange. Why would gold plate over silver be smooth and bright finish while silver rough and cheap looking?
