Very different fabric!

Wow, this is a very different dress! The fabric is like a sort of thick but flexible nylon, like a thick bathing suit fabric. I'm afraid it would be hot to wear. The dress looks okay, I really like the flattering style, but there is a lot of gathered fabric at the bust (good if you don't want something real low cut). The strangest thing is that the edge of the side ruffle and the bottom hem are just cut off, not turned at all and hemmed. I don't think it will fray because of the type of fabric, but would a tailor know how to shorten this dress? Just cut off the bottom? I need it hemmed and won't risk that so am returning. It would be a perfect dress for me if it was made of softer jersey with a hem!
