Material is flawed

So I bought this dress. It was beautiful. I had to have the length altered. I wore it one time and noticed flaws in the material. It looked like when you get a snag but it was all over. It was like little bumps on the material. There is no way I can wear it again. Im so disappointed since it wasn't cheap and I paid alterations
