Cute skirt - runs smaller than suggested

Cute skirt but the size 14 does not fit like the other size 14s I have. This fits like a tight 12 even with skims on. Cute but to tight. I ordered a couple of these cute skirts but most will be returned for not fitting as the size depicts.
