Loose upper part of shoe

Size 9.5 length was good, but the upper part of the shoe is really loose (not stretchy) and it is hard to keep on my feet when I am walking.

The fit is terrible. I thought ordering something like online would be a safe bet, but of course not. My foot slides right out when walking
