So cute but so small

This is such a cute top but it runs super small. I bought a 2xl and 3xl after reading the other review. Both of them were too small. The 2xl was more like an xl and the 3xl was more like a 1xl. I'm curious if this is more of a juniors shirt than a regular plus size shirt. Anyways, I sent them both back. Loved the top, just wish it fit.
