Pretty Dress, but the Straps?

I would have Love this dress, flowing ,fully lined, long length. BUT why would anyone sew the the straps so you Can't adjust the length, all I can do is just tie ends together. If you're busty, don't waist you time the top part is made for someone that's small up top. This dress Going back ASAP!
