Can't review what I haven't received

Macy's asked me today to rate this item. Frankly, I would LOVE to rate this item, but I have yet to receive it! It was supposedly shipped a week and a half ago (after being processed for a week), but UPS has never received it. And yet, when I've tried to find out what happened, I've simply been told to "be patient." Macy's HAS billed me for the items that I have never received, they've asked me to review this one despite my telling them I've never received it, and they won't refund my money "yet" because I have to "be patient." Well, my patience is rapidly wearing thin . . .
