Loose and floppy for actual swimming

I bought these to use for sun protection when swimming laps in an outdoor pool. I bought my size according to the size charts. When it arrived, the length seemed correct and the waist and hips fit, but the legs, especially the lower legs, were a little loose. When I actually swam in them, I had 6 inches of pant leg flapping behind my feet in the water, and the drag from that threatened to pull the pants off entirely. I had to roll them up to the knee for swimming to feel even marginally okay. I guess I should have gone for something tighter, perhaps the leggings, but they weren't available in my size at the time.

too loose in the legs

I bought these to play water volleyball. I play between 2 to 4 hours a day. The issue I have with these pants is that they are not as good as the swim leggings. They are not tight to my legs, the water makes them heavy and they weight me down as I try to move through the water. The water leggings do not. I did not realize that these would become water logged and not fit snuggly to my leg. They are too loose for me although they fit in waist so a smaller size would not work well for me. Just not made to do what I want them to do.
