Is this merchant a scam!!

Never received this package. It was never shipped from the merchant. I will never order anything else from this merchant. I have been dealing with my refund for about a 1 1/2 week now and it’s very frustrating. Why does it take so long for a refund on this item which clearly I never received.

No Hood Cord

The Puffer Coat is Great but there isn't a drawstring or cord to tighten the hood in windy conditions.
