Documented Specs very wrong

I bought this and had to return it bc its much smaller than the Specs state. documented specs are way off. Somehow it loses 3 exterior inches between exterior and interior and then GAINS 5 inches on the length. see below. Exterior dimension - 23"H x 15"L x 10"W• Interior dimension - 20"H x 20"L x 9.5"W long story short, this bag is ~20 inches exterior H, 19 interior H. its small.
