Size 3T is too small for 3 years old girl

Liked soft and good quality material and lively color plus style of this really cute t-shirt. Didn't like that Size Chart would not open to possibly help determine proper size; So I ordered size 3T for my great granddaughter who will be 3 years old July 27. 2024. Received this T-shirt via express mail today (7/25) and found the size 3T looks more for a 12 months old infant, especially very small neck and head opening. If there is larger such opening in size 3, how to return for regular size 3 which did not show as an option.
