Glitter speckles ended up all over my face

Maybe I got a bad batch of this. I ordered it online, and when I tried it on using a finger to dab a tiny amount of it only on the center of 1 eyelid, little glitter speckles ended up all over my face, including underneath my eye. I was afraid the glitter would get into my eye, so I quickly tried to get all of it off from my face before that happened. It was hard to get off all the tiny little glitter that stuck to my face and on my eyelid and around my eye. I am returning it.
