Not a baby toy

Ordered it assuming it was a baby toy. Once I received it I found that the tag says that the toy is for ages 3 and up. Surprised by the age rating since the face looked "baby friendly", nothing that looked like a choking hazard. The body of the animal feels like it is filled with small beads. If the manufacturer had filled it with a safer material it would have been safe for a younger age.
