Lips feel dry and sticky

I bought this for the amazing applicator so I can put another gloss inside honestly. The oil is more of a gloss than a true oil and it doesn't last at all. Very sticky and will make the lip skin peel even after a thorough scrum. That was a confusing experiance for me. It is winter and dry so I would not rely on this for aid against the elements or give the most flattering color.
