Shoes too small

Shoes run small. I bought size 9-12 months for my 7 month old. The main reason I bought this outfit was for the shoes and they didn’t even fit. I managed to get them on him, but he screamed the whole time and I noticed they were too snug so I took them right off. Where my fingers are placed on the picture shows where his little toes are and his heel is not even in the shoe. That’s after loosening the shoe laces. The outfit itself has room to grow, but I’m still slightly upset about the shoes. I don’t want to go through the trouble of returning this, or even the other set I bought, since I read the return policy stating it has to be mailed back. Had I known, I wouldn’t have purchased.
