Runs a little small

I usually wear a small or a medium. I ordered a small and it was tight. I returned it and ordered a medium. It was just as tight, maybe only a tiny drop different in size. Frustrating. I'm reluctant to order a large, because I don't want to pay shipping on yet another one.
