Pretty fabric - poor workmanship

The fabric is very pretty, but the workmanship is not good. They are supposed to lay flat on the scalloped side, but they do not and ironing or steaming them does not make them lay flat. I will have to take the hem out of them and clip the muslim backing that prevents them from hanging flat.
