runs very small

I totally loved the feeling of the material. I am using a medium but with this I felt that I needed to buy if they had the size a xl/1x. runs very small. I am 38C and the cup portion for the l/xl was ok but the rest felt like I was trying to fit in a size xs. returning

why do all manufactures make sizes when you can increase the size tho accommodate your bust but use the same size cups ! infuriating
