Runs extremely narrow

This is so adorable but runs extremely narrow. My granddaughter is petite only 21 lbs and normally wears a 12-18 month. I bought her the size 18 months and we couldn’t button it? It also runs long. Sadly she could not wear it Christmas Eve and I’m sending it back today.
