Sizing off

I purchased these for my daughter. I purchased the 3.5 which should measure about 8.6 inches. The sole measured 10.5 inches long. Although, the sole is longer than the actual foot bed. The measurement is way off, they appear to be about 3 sizes too big for my daughters foot. I am afraid to order another pair, so because we must have them, I will take her to the store for the right fit.
