Never received my order

I placed an order through Macys and the merchant delivered someone else's order. I have been trying to resolve this mistake for months with no help from Macys or the merchant. I was only able to get in contact with the merchant through email and they have failed to refund or accept the return of the incorrect item I received. I was told several times that I would received a refund and showed proof that I did not receive my correct order, but the merchant never follows through on what was promised. I have been getting the run around for 3 months now. Now they are stating that I cannot get a refund because I am outside of the 30 day return window when I brought this to their attention when I noticed the mistake.
