Belt is too tight

I bought this bike. The belt is so tight it can hardly be used. I took the cover off thinking I could make an adjustment but the nuts on the wheel is so tight they can't be loosened so the wheel can be moved slightly back some. I've had wind air bikes before and this belt is too tight. 3 people in my house have tried it and none of us can use it. I don't want to return. I want to loosen the nuts slightly to move the wheel back a tiny bit and retighten the nuts but the nuts are stuck. Any suggestions for this issue?
