Too tight in shoulders

I usually wear a 4 or a 6, being 5'4" and about 115 pounds. I ordered this in a size 6. The shoulders were very tight, I couldn't move my arms enough to ever wear this blazer, no stretch at all to the fabric. It's being returned.
