Hangers are too short to fit across the top

The hanger bars do not reach across the top. The directions were followed, the bars were measured and pushed in as far as they would go. It looks like shown in the pictures but the hangers are too short by at least an inch or so. I even had someone else try to do with no luck as well. Tried to upload a picture but the file was too large. Will probably return.
