Not hemmed

The dress I received was not hemmed. It had the cut raw edge at the bottom. The ruffle is also not hemmed. The description says lined but only the back of the skirt portion is lined. Perhaps I received a defective item but the dress cannot be worn as sent. It looks as though it could be a nice dress. It was packaged well and arrived promptly.
