Sizing is way off

I ordered these in the color Genuine - a 9 and an 11. I normally wear a woman's size 6, sometimes a 4 or 8. In Juniors I'm usually a 7 or 9. The size 11 fits, but are huge in the legs. The size "9" was soo small I could barely get them up and there's no way I could button, then I saw that the inside garment tag was actually a 3. All of the outside attached labelling was a 9. Be careful! I also bought other styles of the Celebrity Pink shorts and they're all cut small - trust the other reviews!
