Missing Item

I am very upset. I ordered this item online as a two piece set and I only received the shirt. The tag specifically states 2 Piece Set. I contacted the online chat and was told they can only refund my money as this item is out of stock. I do not understand why they can't contact the store that mailed this item and locate the paints and send to me. This is not the level of service I am accustomed to with Macy's.
