Runs Small, fabric not soft or stretchy

Sweater runs very small and cropped. I loved the colors but unfortunately it didn’t fit because it was runs so small. I sized up from a medium to a large and it didn’t help. The fabric is also very tight and stiff feeling. Not soft and stretchy.
