Forgot to take off anti theft mechanism

Loved the Bibbies they are well made and adorable but they didn’t remove the anti theft mechanism so I am not sure what to do with them?

A gift for my 10 yr old granddaughter on her birthday she loves them good quality the size 16 girls was perfect giving room to grow, straps are adjustable.
